§ 14-2. Sewer contractors.

  • (a)

    License required. No person shall install or repair sanitary sewer lines unless such person shall hold a license from the city to do so.

    (b)

    License application. Any person who is a resident of the city may file an application to obtain such a license with the board of public works and safety of the city, which application shall be in such form as the board of public works and safety may prescribe and which shall contain such evidence of the applicant's qualifications as a sewer contractor as the board of public works and safety may require and which shall further contain an agreement and consent of the applicant, if such license is granted, to be governed in all respects by the terms, conditions, rules, regulations and ordinances in force by the city or any department thereof.

    (c)

    Bond. Such applicant shall file, submit and tender with his application his good and sufficient bond in the penal sum of $5,000.00, payable to the city, with sureties to the approval of the board of public works and safety covering the period of such license as applied for and any and all renewals thereof, conditioned upon the faithful and honest performance by such applicant of his duties as a sewer contractor and the observance and obedience to all the terms, conditions, rules, regulations and ordinances in force by the city or any department thereof.

    (d)

    Issuance of certificate of entitlement. The board of public works and safety is hereby empowered to examine such applicant as to his skill and ability as a sewer contractor. If the applicant exhibits, through written and practical examinations, sufficient knowledge to install sewer lines in a safe manner that complies with all laws and ordinances, upon the approval of such bond tendered by such applicant, the board of public works and safety shall issue a certificate to such applicant indicating that he is entitled to a license as a sewer contractor from the city.

    (e)

    Issuance of license; fee; term; renewal. Upon the payment to the city clerk-treasurer of the sum of $11.00, and the presentation and surrender of such receipt and of such certificate of the board of public works and safety to the controller of the city, the controller shall issue to such applicant a license from the city. Such license shall expire on June 1 next following the date of issuance thereof, and, upon such expiration, the license may be renewed upon application to the board of public works and safety, and payment of the sum of $6.00 for each year thereafter; provided, however, that the board of public works and safety shall be satisfied of the continued qualification of such person and shall further be satisfied with the sufficiency of the sureties upon the bond.
