§ 1-5. Certain ordinances not affected by Code.

Nothing in this Code or the ordinance adopting this Code shall affect the validity of any of the following ordinances, or portions thereof, and all such ordinances continue in effect as if published in this Code:

(1)

Annexing property into the city.

(2)

Deannexing property or excluding property from the city.

(3)

Promising or guaranteeing the payment of money or authorizing the issuance of bonds or other instruments of indebtedness.

(4)

Authorizing or approving any contract, deed or agreement.

(5)

Making or approving any appropriation or budget.

(6)

Granting any right or franchise.

(7)

Providing for salaries or other officer or employee benefits not codified in this Code.

(8)

Adopting or amending the comprehensive plan.

(9)

Levying or imposing any special assessment.

(10)

Dedicating, naming, renaming, establishing, locating, relocating, opening, paving, widening, repairing or vacating any street, alley or park.

(11)

Establishing the grade for any street or sidewalk.

(12)

Providing for subdivision regulations or dedicating, accepting or vacating any plat or subdivision.

(13)

Levying, imposing or otherwise relating to taxes not codified in this Code.

(14)

Providing traffic or parking regulations for specific locations.

(15)

Amending the zoning map or zoning atlas, rezoning specific property or that otherwise pertains to zoning.

(16)

That is temporary, although general in effect.

(17)

That is special, although permanent in effect.

(18)

The purpose of which has been accomplished.
