§ 26-32. Power of proclamation.

When, in the judgment of the mayor, a disaster is deemed to exist, he shall forthwith proclaim, in writing, the existence of such disaster. In the absence from the city of the mayor, the chief of the police is hereby authorized to act in his stead.
