§ 38-91. Wearing identity concealing devices.

  • (a)

    It shall be unlawful for any person 18 years of age or older to wear a mask, hood or other device in any public place for the purpose of disguising or concealing his identity.

    (b)

    This section does not prohibit any person from wearing a mask, hood or other device in any public place for public safety or medical reasons.

    (c)

    For the purposes of this section, the term "public place" means any lane, walk, alley, street, road, public way or highway within the city or upon any property owned by a governmental entity in the city.
