§ 2-2. Annexation procedure.

  • (a)

    Policy; purpose. The common council hereby requires that it follow the annexation procedure articulated in subsection (c) of this section at each time in the future when annexation of territory is to be put to a vote of the council. The procedure is intended to produce the city's fiscal plan for extension of services to the annexed territory and the city's physical plan for the extension of services to the annexed territory.

    (b)

    Plans. The plans shall be sufficiently specific so as to appear reasonable. The fiscal and physical plans shall be sufficiently specific so that, if the schedule is followed as planned, it will enable the city to provide services as required. The procedure will produce, in writing, an observable and reviewable program for providing the required services to the entire area to be annexed.

    (c)

    Procedure.

    (1)

    The annexation procedure shall be as follows:

    a.

    The superintendent of the utilities will supply a physical plan describing the extension of electric service, sanitary sewers and water for human consumption. The superintendent will also supply cost estimates of planned services to be furnished to the territory to be annexed.

    b.

    The utility service board will supply a fiscal plan describing the methods for financing the planned services.

    c.

    The fire chief will supply a report on additional firefighters and fire stations needed to service the area to be annexed, and he will report on how to pay for such service.

    d.

    The police chief will supply a report on additional police officers needed to service the area to be annexed, and he will report on how to pay for such service.

    e.

    The superintendent of the street department will supply a report on additional manpower and/or equipment needed to service the area to be annexed, and he will report on how to pay for such service.

    f.

    The street commissioner will report on additional refuse pickup service needed to serve the area to be annexed, and he will report on how to pay for such service.

    g.

    The city engineer will report on additional streets, lights, curbs or sidewalks needed to serve the area to be annexed, and he will report on how to pay for such service.

    (2)

    The city engineer will synthesize all the reports required in subsection (c)(1) of this section and formally present an overall scheme for the organization and extension of services to the area to be annexed.
